This topdeck brace slightly increases the stiffness of the front bulkheads and acts as a flex damper for the front topdeck. This can be beneficial in various conditions when you want the car to ride a little rounder in corners without being edgy and hard to drive. The effect is not as strong as with the fixed brace, but it is a good middle option to keep in your caddy!
